California Bill of Rights Bicentennial License Plate
California Bill of Rights Bicentennial commemorative license plate was first introduced in July of 1990, and it was offered through the end of 1991. It has embossed blue lettering on reflective liberty bell graphic base.

Regular sequential series have 4 digit serial number separated by the red Liberty bell graphic, followed by US suffix in 0000US format.

Bill of Rights Bicentennial license plates were available to anyone residing in California without additional requirements.
